Would you "Pass The Test" ?

Utah man, Iese Maiava, going around groping Utah's local massage therapists. When they protest, he has reportedly pulled a piece of paper out of his pocket that has a police logo on it (see below)

Believing that this is a legitimate form of identification, Maiava has gone on to tell the massueses that he is undercover, and that they have passed his test (test for what?) and that he will be their personal representative with the police department.
